Guest users are external accounts that are invited into your tenant. They are subject to the same meeting policies as internal users, but they may also be affected by external access settings. When a guest joins a meeting, Copilot checks whether the meeting has a transcript and whether the user has permission to view it. If either condition fails, the Copilot summary option appears grayed out or shows an error message.

Meeting Policy Settings That Block Copilot

The Teams admin center contains a meeting policy that controls transcription. The setting Allow transcription must be enabled for the policy assigned to the guest user. Steps to Enable Copilot Summaries for Guest Users

This often means the transcript exists but the guest’s permission level is too low. The organizer can change the meeting options during the meeting to allow guests to view the transcript. In the meeting options, set Who can view and edit the transcript to Everyone.

Copilot Icon Is Missing for the Guest

If the Copilot icon does not appear at all, the guest may not have the latest Teams version. Ask the guest to update Teams or use the web client. Also check that the meeting policy allows Copilot, as described in step 1.

Transcription Is Disabled for a Specific Meeting

The organizer can override the policy for a single meeting. In the meeting options, ensure that Allow transcription is set to On. If it is grayed out, the policy still blocks it, so you must change the policy first.
