A Workspace user can reach an individual storage limit even when the organization still has pooled space. Check the effective user policy and license before assuming every account has the same capacity or that the whole organization is out of storage.
Identify which limit is being reported
Record the exact warning and affected service. Workspace storage is shared across relevant Gmail, Drive, and Photos data, and many editions use pooled organizational storage with administrator-set user limits.
An administrator with the Storage privilege should inspect the user’s usage, license restrictions, organizational unit, and configuration-group settings. A group setting can override an organizational-unit limit. Raising a displayed limit does not create additional pooled capacity.
Check the service-specific consequences
Google distinguishes an individual over-limit condition from the organization exceeding its pooled limit. The current storage FAQ says organization-level overage does not automatically stop Gmail sending and receiving in the same way as every individual limit.
The user-limit guidance describes email impact when users exceed their limit, with an Education exception. Use the applicable edition’s documentation and actual error rather than importing the consumer Gmail storage rule into every Workspace case.
Resolve the shortage without destroying records
If unused pooled space exists and policy allows it, the administrator can consider an appropriate targeted user-limit change. Otherwise review retention-compliant cleanup or the organization’s supported storage options.
Do not permanently delete mail, empty shared records, or remove Vault coverage merely to clear a warning. Export or preserve required records through the approved process before any deletion. Google notes that Gmail and Photos can take up to 24 hours to reflect a changed user limit. Verify the effective quota and a controlled send-and-receive test after the correction. Keep the original warning, current usage, limit source, and change record so the same issue is not repeatedly misdiagnosed.
