A Workspace user who cannot send mail may have a sending restriction, a suspended account, missing Gmail access, or a client-specific problem. Start with the exact error and whether web Gmail can still receive mail.
Identify the scope of the restriction
Compare a harmless send in web Gmail with the affected mail client or application. If only the client fails, check its supported authentication and administrator access policy. If Gmail itself reports a sending limit, record that wording rather than resetting the password immediately.
Google applies sending quotas over a rolling 24-hour period, not a universal midnight reset. Limits differ by account, trial state, sending method, and recipient scope. Delegated and alias messages can count toward the underlying user’s limits.
Check account, license, and service status
An authorized administrator should inspect the user’s status and suspension reason, assigned license, and effective Gmail service access. A whole-account suspension is different from a temporary Gmail sending restriction.
If abuse or compromise is suspected, secure the account and identify the sending source before restoring activity. Do not simply raise capacity or move the same campaign to another user’s account.
Use the supported recovery for the identified cause
Google says a user who reaches a sending limit can be unable to send for up to 24 hours while still receiving and using other services. Follow the recovery option shown for that restriction; some suspensions have different procedures or cannot be reversed by an administrator.
After a justified correction, send one small test and inspect the result before releasing queued business mail. Keep automated senders paused until their volume and retry behavior are understood. Do not remove and reassign licenses as a generic refresh: licensing can affect several services and may be managed through directory synchronization. Record the actual cause, recovery time, and any remaining limit.
