In an Education A5 tenant, first decide whether you are deploying included Copilot Chat or paid Copilot capabilities. They are not the same entitlement. Then address student eligibility, age classification, licensing and data governance separately.
There is no verified single tenant toggle that enables every Copilot experience, and no “Only use your organization’s data” switch that establishes education-law compliance. Use the documented controls for the exact capability you plan to offer.

Choose the Education Experience and Eligible Users
Microsoft’s licensing guidance distinguishes Copilot Chat included with eligible subscriptions from the academic Copilot add-on available for faculty, staff and students aged 13 or older. A5 is one eligible education base plan, not the only one. Academic purchasing can use EES or a Cloud Solution Provider.
Decide which staff or student group needs which capability before ordering. Do not purchase a personal plan as a substitute for the institution’s governed deployment. Also distinguish teaching staff, adult students, younger eligible students and students who are not eligible.
Prepare an approved pilot task using non-sensitive educational material. A license test should not require uploading student records or confidential safeguarding information.
Configure Student Eligibility and Assign the Intended Access
Microsoft’s learner-enablement guide says students under 13 cannot access Copilot Chat. In K-12 tenants, access for ages 13–17 is off by default until required tenant and student settings are configured.
- Have the authorized administrator check Settings → Org settings → Services → Microsoft Education Tenant Identifier and select the institution’s actual K-12 or Higher Education classification.
- Review student age groups. Higher Education treats students as adults by default, so explicitly handle younger students where applicable.
- Use the documented age-group and consent workflow for eligible learners. If using the bulk CSV process, download the results again after processing and verify them. Do not assign an older age simply to bypass an access restriction.
- For paid capabilities, purchase the approved academic seats, then assign the correct product to the intended pilot users in the Microsoft 365 admin center.
- Check the resulting user entitlements rather than treating a successful upload or purchase as proof of usable access.
The Copilot setup guide documents Billing → Licenses and notes that education entitlements can be listed under A3/A5 Extra Features for faculty. Inspect the actual product details; a different display label is not a reason to buy a second product.
Review Governance Without Invented Boundary Settings
For each pilot task, review source permissions, sensitive-data handling, retention, approved providers and any agent or connector. Keep the data owner involved. A generated response does not establish that a particular student record was safe to process.
Public-web grounding is controlled separately from storage residency and organizational retrieval. If the institution needs to restrict it, use the documented web-search policy. Turning off web search does not grant work-data access, pin processing to a country or certify FERPA/GDPR compliance.
Have the identity team assess Conditional Access dependencies for the supported experience. Do not create an all-user enforcement policy around an assumed application name from this article. Test approved access controls with an isolated pilot and a recovery plan before expanding scope.
Verify the Pilot Before Wider Deployment
Test representative accounts: an authorized staff member, an eligible student, a student who must remain blocked, and a user without the paid entitlement where that distinction matters. Confirm account type and organization in the actual app.
For Chat, check a harmless question and its sources. For a paid in-app capability, test the specific app task. A successful web answer does not prove a paid Word workflow is provisioned, and a missing ribbon button does not prove student-age classification is wrong.
Record provisioning outcomes, required app updates, errors and effective policies. Microsoft notes that some app availability can take up to 24 hours after assignment; do not repeatedly change licenses during that window without an identified error.
Expand only after the institution approves the use case and the pilot confirms the intended allow/deny behavior. Keep an owner for age-data accuracy, license assignments and support, and revisit the setup as students move between age groups.
