Wait 15 to 30 minutes and restart the application. If the GAL remains empty, remove the account from new Outlook and add it again. Go to Settings > Accounts > Email, select the account, and choose Remove. Then add the account again using your email address. This forces a fresh directory connection.

Search returns results from personal contacts only, not the GAL

The new Outlook prioritizes local contacts over the Global Address List in search results. To see GAL results, type the full name or email address of the person.
